The following is from the alderman information packet for the August special meeting described in candidate Robbie Tubb’s press release.

The bottom line is that when home values rise, the Hancock Amendment requires cities to lower the tax rate so that the tax amount remains the same. The Hancock Amendment also allows cities to increase the rate when home values fall, so that the tax amount remains the same.

We had an increase in the tax rate, but not an increase in actual taxes.

Re: Projected Tax levy

In accordance with State Statute 67.110, the City must establish a property tax levy no later than September 1, 2009.

The way property taxes work, based on the Hancock Amendment is that no city can increase itsrevenue based upon increases in valuations above the Consumer Price Index (CPI) or 5% which ever is lower. Additionally, no city can loose revenue based upon drops in value up to its maximized authorized levy, which for the City of Raytown is $1.00. Because our levy has been rolled back as the property values have increased, then we are allowed to increase our levy as
the property values decrease so long as we do not increase the amount of revenue collected beyond the Hancock limitations.

Based upon the assessed valuation figures provided by Jackson County, the City of Raytown has lost 12.87% of its assessed value from 2008. This reduction is only based upon preliminary Assessed values. We will not know the true assessed value for the City until late September or early October. Based upon current State law, we must set our levy based upon the projected assessed value, keeping in mind the actual value may be less and will more than likely actually reduce the amount of revenue we can collect in 2009.

Given this reduction, the projected tax levy for the General Fund is $0.3668 and for the Park Fund is $0.1832 for a total of $0.5500. The 2008 levy rates were $0.3189 for the General Fund and $0.1593 for the Park Fund for a total of $0.4782. While this is an increase of $0.07180, please keep in mind that values have dropped.

For purposes of this analysis we are only focused on the City’s General Fund and not the Park Fund. Our 2008 calculation of the General Fund was as follows:
Our adjusted Assessed Valuation was $347,794,460 and our property tax revenue
allowed was $1,109,117 which made our levy $0.3189 for the General Fund.

Our 2009 projected calculation of the General Fund is as follows:

Our preliminary adjusted Assessed Valuation is $303,030,923 and our property tax
revenue allowed is $1,111,517 which made our levy $0.3668 for the General Fund.

The increase in revenue from 2008 to 2009 for the General Fund is $2,400 or 0.022%, which covers the inflationary factor of the CPI.

Here is an example to illustrate the impact of this change:

Assuming a home was valued at $120,000 in 2008, they would have paid $72.71 in General Fund City taxes. If that same home’s value had dropped 12.87% in 2009 it would pay $72.87 in General Fund City taxes. If that home’s value had stayed the same, the home owner would pay $83.63 in General Fund City taxes for 2009. This would be a $10.92 or 15.02% increase. The likelihood of a homeowner’s value not dropping based upon the information provided by the County is very small.

The City may elect to voluntarily roll its levy back but if the City does that, we would not be able to bring in the same amount of revenue as we did in 2008 and we could lose up to $142,751 based upon how severe we roll the levy back.

Please keep in mind that all of the figures presented are solely for the purposes of establishing a projected tax levy and all of them are subject to change once the actual certified assessed valuation is established by the Clerk of Jackson County sometime in late September or early October – but after the levy must be set which means we cannot wait.

There will be a public hearing on Dec. 1st starting at 5:30 pm at Raytown City Hall.  The subject of the hearing is the $471,205 revenue increase Raytown Water Company wants by raising the rates it charges.

What is Prop A?

If Proposition A is passed…

1. No other cities besides the two that now have an earnings tax will be allowed to have earnings taxes.
2. The two (KC and St. Louis) will have to put their tax up to voter approval every 5 years.

Analysis and Opinion …

1. It will pass
2. The earnings tax will probably be renewed in Kansas City, but will face a much tougher fight in St. Louis. The main money source in the effort to pass Prop A comes from a St. Louis Billionaire and he will probably focus his efforts in the second election only on his own back yard.

A yes vote makes sense if you work in Kansas City and do not feel you are getting your moneys worth by using their services.

A no vote makes sense to not put at risk Raytown’s neighbor on 3 sides. The quality of Kansas City’s  streets and police directly effect out lives. Criminals do not seem to respect city limit signs

David Jungerman, whose last 15 minutes of fame involved a missing Rolex (click here to learn more), has made the news again.  This time it is for putting a sign on a 45 foot long trailer in his Bates County cornfield.  The message on the sign is “Are you a Producer or Parasite” and “Democrats – Party of the Parasites”

UPDATE

It seems that Mr. Jungerman is not opposed to all government programs that hand out money.  A database of subsidies to farmer owners (click here to go to the source) shows he has accepted $140,949 in Disaster Subsidies and $954,152 in Commodity Subsidies for a total of $1,095,101 over the last 15 years.  Mr. Jungerman is the top recipient of farm aid in the 64133 and 64138 zip code area that includes almost all of Raytown by a wide margin (click here to see 64133 results).

There seems to be more interesting documents and articles about Mr. Jungerman and his businesses. ChatterBox.com has dug up a couple more twists to this story (click here). 

This story has generated a lot of interest and a lot of comments. Unfortunately most the comments fail to meet our standards.  Comments about the values involved, facts, opinions etc. OK, but just calling Mr Jungerman names is a comment that will not get approved.  Yes I know that may be your opinion, but we prefer to keep this board rated G.  For further guidance on our standards, click on the about tab.

Raytown seems to get ignored in the media, unless there is a major crime commited here. It is nice to see a fairly in depth article about the parks sales tax renewal.

In keeping with Raytown Online’s policy of publishing submitted candidate bio’s, here are the bio’s of two of the Water District #2 candidates.  This is not to be considered an endorsement. If the other two candidates submit bio’s, I will post their bio’s as well.

GARY GILLIHAN

Gary is the current President of the Public Water Supply District #2 and has been on the Board for 8 years.  During his time on the board the district has installed 15+ miles of new pipe, including the replacement of lead joint pipe with ductile iron pipe. As an 8 year board member and president of the Board, Gary is committed to continuing the oversight of the District budget and financial transactions. “Serving on the Board of Directors of the Water District is a volunteer position that I have always taken seriously.  My goal is to continue to serve by investing in needed improvements and to supply quality drinking water at all times.”

JIM MCcLANAHAN

Jim is the current vice-president of Public Water Supply District #2 and has been on the board for 2 years,  he is a graduate of Raytown high school and has lived in Raytown for 58 years.  Jim retired after spending 40 years with MODOT as a design and construction inspector.  Jim has been instrumental in the plans for the equipment storage facility, the change-over to radio-read meters and the current plan of upgrading the Water Control Management software.  ‘I am committed to making sure we have the best water system possible.”

Raytown voters will cast ballots Tuesday, April 6th  for Raytown School Board candidates and Director candidates for Public Water Supply District #2.

For Raytown School Board you may vote for 2 of the 3 candidates.

Due to the election of board members for Water District #2, many precincts in Raytown have been split up or redrawn. Large parts of precinct 4 are now in newly created precinct 3A. 

What this means  for voters is that your location to vote may have changed. If a precinct had portions with  Raytown Water Company service and portions with Water District #2 service, it has been split up.

You should check your voting card to see if you polling location has changed.

Faced with a breaking scandal over improper relations with a young woman he had been mentoring, Roman Lee LeBlanc (the Missouri Legislator for the west side of Raytown) has announced he is withdrawing his candidacy.

“I have determined that seeking a second term as state representative for the 43rd District would not be in the best interest of my family or my community. Therefore, I am immediately ending my campaign and on Monday will formally file the necessary documents with the Secretary of State’s Office withdrawing my candidacy.”

“I am thankful to have been given the opportunity to serve in the Missouri House of Representatives.”
